Primera experiencia de simulacro realizado por Marina de Brasil con participación de Arpel como observador externo

Arpel fue invitado a participar como observador externo en un ejercicio de simulacro de derrame de petróleo realizado por la Marina de Brasil, el cual contó con la participación de distintas instituciones civiles como la Agencia Nacional del Petróleo (ANP), el Instituto Brasileño de Medio Ambiente y Recursos Naturales Renovables (Ibama) y la International Tanker Owners Pollution Federation Limited (ITOPF), además de especialistas de la industria de petróleo y gas y actores del sector marítimo y portuario brasileño. Las actividades tuvieron lugar del 7 al 9 de agosto en Río de Janeiro.

El simulacro tuvo como principales objetivos probar la estructura de respuesta del país en este tipo de acontecimientos y ejercitar las capacidades de coordinación y actuación de las diversas entidades involucradas a nivel nacional, con el fin de garantizar una acción eficaz para minimizar el posible daño ambiental y proteger la salud pública.

La simulación del accidente se realizó a la altura de la Cuenca de Campos, provocado por un petrolero en tránsito por la zona, requiriendo la activación del Plan Nacional de Contingencia para Incidentes de Contaminación por Petróleo en Aguas de Jurisdicción Nacional, por considerarse un derrame de significancia nacional.

Miguel Moyano, Director Gerente Senior de Arpel, y Marcus Lisboa, consultor en gestión de derrames de hidrocarburos, compartieron la experiencia técnica junto a más de 100 participantes quienes reconocieron la importancia del simulacro considerando el creciente desarrollo de la actividad exploratoria y de transporte de carga en el offshore de Brasil.

Arpel cuenta con la guía y herramienta RETOS™ -ahora endosada oficialmente por Ipieca y la Organización Marítima Internacional (OMI)- cuya finalidad es evaluar y mejorar el nivel de preparación y planificación para la respuesta a derrames. RETOS™ se ha convertido en una referencia internacional sobre la temática siendo utilizada actualmente por empresas y gobiernos en los cinco continentes.
