Implementation of European Union Emission Trading System. The EU has proceeded to implement the Kyoto Protocol commitments regardless of its ratification, and without the protocol yet having entered into force. The Emission Trading Scheme was established in October 2003 with the purpose of establishing a scheme for greenhouse gas emissions allowance trading within the union.
