International rules and procedures to develop CDM projects are still underway. Simultaneously, national governments need to enact the normative framework that facilitate developing CDM projects in their countries. Civil society –notably through NGO's- plays an important role in e.g., the process of framing sustainable development concepts, a key issue to have a project activity qualify as CDM.
This report describes important roles of governments and NGO's in devising the structure –at a national and international level- for CDM projects to become a reality. It also provides an interesting perspective on the importance of the NGO's / Business partnership.
