Outcomes of the 6th Conference of Parties in The Hague. You may have seen numerous news items about the failure of COP6 (6th Conference of the Parties) at the Hague to produce an agreement on the details of the Kyoto Protocol. This is a preliminary assessment after participating in a few days of the ministerial negotiations, much of which is based on the last proposed “text” from Jan Pronk, the Minister of Environment of the Netherlands, who presided over COP6.
