TRANSPETRO AND THE BRAZILIAN PETROLEUM INSTITUTE HOSTED THE SECOND WORKSHOP OF ARPEL PROJECT TEAM FOR MANAGEMENT OF CONTROL ROOMS

  • The second workshop of the Project Team for Management of Control Rooms of the Pipelines and Terminals Committee (PITECO) was held November 26-28 in Rio de Janeiro with Transpetro and the Brazilian Petroleum, Gas and Biofuels Institute (IBP) as hosts.

    The workshop was attended by professionals of COGA, ENAP, OLDELVAL, Pluspetrol, YPF and YPFB. Its main objective was to review the final contents of ARPEL Guidelines on Management of Control Rooms, which will be released in early 2019, and to agree on the contents of the checklists to be used as a basis for conducting cross-checks between control rooms.

    During the first day, participants visited the Transpetro facilities in Campos Elíseos (Duque de Caxias).The group toured the Land Terminal of Campos Elíseos, a logistics hub of the southeastern region that moves an average of 670Mm3 of oil and 51Mm3 of derivatives per month. Then they toured the gas facilities, which is the gas delivery point to the thermoelectric plant TermoRio, manifold and compression station of Campos Elíseos, and the control rooms of the facilities, in particular the Contingency Control Center, back-up of the National Center for Control and Logistics of Transpetro.

    On the second day of the workshop, the company received the group at its headquarters located in Rio de Janeiro. The opening session was led by Paulo Penchiná, Vice Chairman of the PITECO and Director of Pipelines and Terminals of the company, and Rafael Noac, General Manager of Logistics and Integrated Control of the Pipelines and Terminals Division.

    Tiphaine Le Moënner, ARPEL Project Manager, spoke of the main novelties of ARPEL, especially those related to the activities of the Pipelines and Terminal Committee in 2018 and the work proposed for 2019.

    In addition, she presented Innov@arpel, the virtual platform for innovation and technology developed by ARPEL. The Group proposed to take advantage of the space for dialogue which provides the tool to continue exchanging key aspects of the management of control rooms.

    After the opening session, the professionals visited the National Center for Control and Logistics (CNCL), a centralized control room responsible for the remote operation of approximately 14,800 kilometers of oil and gas pipelines.

    The CNCL also centralizes the operation of many terminals, pumping and compression stations as well as gas reception and delivery points. This visit provided an opportunity for a fruitful exchange between the participants which enriched the review of the guidelines.

    On the closing day, Milton Costa Filho, Secretary-General of IBP, accompanied by Carla Imbroisi, Logistics Manager, started the day with a welcome speech and made a presentation on IBP, an ARPEL member institution.
