ARPEL launches new report on “Cases of Relations with Indigenous Peoples”

  • ARPEL presents a new Executive Report devoted to "Cases of Relations with Indigenous Peoples," which was developed by its Social Responsibility Committee.

    The document attempts to present cases of relations with indigenous peoples as a way of conveying experiences, lessons learned and best practices that may be useful for companies operating in the region. It embraces the vision of experts who have been managing this issue in their companies for many years.

    The Executive Report was developed by professionals from Chevron, Ecopetrol, Petroperú, Pluspetrol, Petrobras Perú, Repsol Bolivia, and YPFB Chaco.

    The document is divided into seven chapters which present the following cases: Preliminary Consultation Processes with the Native Wayúu Community of Colombia, by Chevron; Strategies and Tools for Preliminary Consultation Processes - U´wa Case, by Ecopetrol; Citizen Participation in the Development of Hydrocarbon Projects, by Petrobras Perú; Guidelines on Relations and Conflict Management with Native Communities - Jinta Wakéamu, by Petroperu; Cooperation Agreement with the Assembly of the Guaraní People of Itika Guasu (APG-IG), by Repsol Bolivia; Socio-Environmental Monitoring in Bolivia, by YPFB Chaco, and finally, the Community Environmental Monitoring Program of the Lower Urubamba, by Pluspetrol.

    In each case, the reader will find the description of the background, the description of relations strategies, the main lessons learned and the conclusions.

    The authors agree that the involvement of the population in early stages of projects is a key aspect to establish relations of trust and transparency with these stakeholders.

    They also underscore the importance of the participation of the State not only to ensure the preliminary consultation process, but also to legitimize it in front of the communities and the society in general.

    The Social Responsibility Committee of ARPEL, which was created in 2001, addresses social issues, among which human rights, relations with neighboring communities and indigenous peoples, social risks management, gender and cultural diversity, labor practices and the workplace are key topics.
